Historical background and general information
Abruzzo is a unique region in Italy, thanks to its geographic characteristics: facing the Adriatic sea, at the same time only 60 km far from the beaches it is possible to admire the highest mountains of the Appennine chain (Gran Sasso d’Italia and Majella). Abruzzo is also well known as “green Region of Europe”, for the widespread presence of parks and protected areas. The Abruzzo Region was officially established in summer 1970 with the first Regional Council, which continued in office with chairman Emilio Mattucci, from 3rd September 1970 to 22nd June of the following year. A brief legislature, since the statute of this institution was approved only in the following year, in spring 1971. As a matter of fact that period was characterized by social and political troubles, because of the choice of the regional chief town, with the quarrel between L’Aquila and Pescara, ended with the preference of the former. However some regulations for the decentralization were introduced in the Statute, like the possibility for the Regional Assembly to meet also in Pescara, (the general use is that the Council Assemblies are held in the Adriatic town in the months of January and February), and the establishing of several departments also in the commune of Pescara. The Regional Councillors are 40, while the effective rule of the Region is entrusted to the Regional assembly, under the guide of its president with the support of councillors. The coat of arms and the gonfalon of the Abruzzo Region recall with theirs colours the most important features of the territory. As a matter of fact the white represents the snow-white peaks, the green stand for hills and woods and the light blue for the Adriatic sea.
